Because a child who has not fixed /a/ cannot use an a/i sort to learn either. The worksheets teach each vowel in its own section first; the ladders and sorts then contrast pairs — a/i, i/o, e/i, u/o — using only vowels already taught.
What to use for screening before you buy practice
Run the five short-vowel probes in the assessment set, in either of its two parallel forms, with the script printed beside each one. It tells you which vowel to teach next and which set covers it, and it takes about ten minutes per child.
